Route Resilience

Multi-route high availability, fault isolation and observability for DeepSeek Harness. Route groups fail over between authorized provider routes on rate limits (429 / Retry-After), transport errors and auth/quota failures, with per-route quarantine (exponential backoff) and disablement.
