Browser Notify Plugin

DSH browser desktop notification plugin: after each conversation turn (turn/end) is completed, displays a system-level desktop notification in the browser using the Web Notification API. Standalone dsh.bundle + dsh.client plugin, installable/uninstallable with the native `dsh plugin add/remove`.
