verify-claims 主张核验

A deliverable full of confident sentences can still be a deliverable full of guesses. This skill separates the two before anyone else has to.

Why / 为什么

The expensive failures are never typos — they are confident claims that trace to nothing: a regulation number cited from a news article (secondary sources run ahead of the actual text), a total nobody recounted, a URL that was never fetched, a "fact" that survived from an earlier draft. One fabricated detail costs more trust than the whole document earned.

昂贵的失败从来不是错别字——而是没有任何出处的自信主张:从二手新闻里抄来的法规数字(二手媒体永远跑在正式文本前面)、没人重新算过的总数、从未打开过的链接、从旧稿幸存下来的"事实"。一个编造的细节,赔掉的是整份文档的信用。

The method / 方法

  1. Classify — list every checkable claim: numbers, dates, names, legal/regulatory statements, quotes, URLs. 逐条列出可核验主张:数字、日期、名称、法规表述、引语、链接。
  2. Rank by blast radius — a claim someone will act on (a price, a deadline, a legal threshold, a count) outranks decorative facts. 按后果排序——别人会据此行动的主张(价格、截止日、法规门槛、数量),优先于装饰性事实。
  3. Trace each to its strongest available source — primary document, direct measurement, or named secondary source. A claim tracing to nothing gets cut or labeled. 每条追溯到最强可得来源:一手文件、直接测量、或有名有姓的二手来源。追不到的删掉或标注。
  4. Verify what can be verified in this run — fetch the links for real, recount the totals from source, open the cited document to the cited section. 当次能核验的全部核验:链接真实打开、总数从源头重算、引文翻到引用的那一节。
  5. Label the rest — unverified (secondary source) is an honest sentence. A deliverable that states its evidence level earns more trust than one that implies a level it never earned. 核验不了的如实标注——unverified (secondary source) 是一句诚实的话。声明自己证据等级的文档,比假装有等级的文档更可信。

Rules that make it work / 关键规则

  • Primary beats secondary. For law, regulation, pricing, policy: the source document or nothing. 二手媒体会超前于立法原文。
  • Recount, don't transcribe. Any total someone will act on gets recomputed from the underlying rows. 会有人据此行动的数字,必须重算。
  • A link never fetched does not exist. 同一规则也适用于引用:引用的部分要翻到才算数。
  • Date-stamp the evidence. Sources age at different speeds; the reader judges staleness from the dates you record.
  • Fast-moving domains outrun their coverage. Where the subject changes weekly, yesterday's secondary source is already folklore. 变化快的领域,二手来源过期得更快。
